Yes, I guess it's the responsibility of each application to save/restore 
 the state of the keyboard shortcuts. And Nemiver does not do that yet. 
If you wish, you can file a bug to the Nemiver bugzilla by using the 
link http://bugzilla.gnome.org/enter_bug.cgi?product=nemiver.

It would greatly help us not loosing/forgetting the information.
