Yes, it is. Searching local resources is normally only triggered when the "normal" IP request fails and that result would be a 404 message.
You can avoid this by switching your DNS Server e.g. to the Google DNS 8.8.8.8
But I am talking about a LAN, is the ISP involved in this kind of
environments?
