Use compact layout in nautilus

I am trying to figure out how 'Use compact layout'  in File Management 
Preferences works.

If I tick it I see a difference in appearance in the Desktop but not in 
a directory in File Browser or in any other directory I open the File 
Browser.

Should the 'Use compact layout' field impact the appearance of a newly 
opened directory in the File Browser?

The comments in https://bugzilla.gnome.org/show_bug.cgi?id=138078 
suggest that it should.
