This is already a bug, see:

(Space seems kind of an odd choice to me, but *shrug*, whatever makes
you happy I guess *g*)

This should block on an editable toolbar; without an editable toolbar,
this is probably a bad idea. Toolbars tend to be cluttered enough
without extensions randomly tacking on their actions and icons.
