Whatever decision, SHIFT-Middle_Click (firefox shortcut) should toggle

Just what I've said in the bug report :) I know it's not a file
manager, but this is exactly how the Safari browser does it too-- a
default 'new tab behaviour' setting in the preference dialog, and a
modifier to do the opposite when required.
