To my mind, it's better to keep the new tab in background (which
allows to open more than one tab at once).

But, if you want to let the user choose, you can define a new key in
gconf (switch-to-new-tab = menu|always|never). With the menu choice,
only middle-clicked items outside of the content area switch
automatically to the new tab.
