"Set as desktop background" in firefox

firefox has a nice feature which lets you save images from the web as
desktop backgrounds. Unfortunately, it only works once, since firefox
saves the images
under a fixed name, firefox_wallpaper.png, and nautilus and (eel) just
compare the
filename (or rather, uri) to decide whether to reload the background or not.

One way to make this feature work as intended is to compare the mtime if
the filename hasn't changed. I have put patches for nautilus and eel to
