Also, Ctrl-Alt-PgUp/PgDn was made to work for tab switching a long time
ago as well, for cases where Ctrl-PgUp/PgDn is needed by a focused
control on the tab for something else. (Perhaps that should really be
our userguide-documented shortcut, as it has a higher success rate.) So
if that doesn't work here either, that's a bug too.
