Close all windows is only useful if there are windows in the way, so it
doesn't make sense for the desktop. Open location makes more sense in
the panel menu than in the desktop menu (which is after all supposed to
contain operations related to the desktop context). 

The run dialog in the panel already supports opening a location, but I
think it has been removed from the panel menu in head, right?
