Yeah, I agree that this item doesn't make much sense there and clutters
the menu. Especially in the absence of a "Change Background" item, which
would perhaps make some sense as the background feature itself is a bit
hard to discover.
However, I doubt many people use the folder background stuff at all (it
doesn't work in the list view anyway), so you end up with a disabled
item on the context menu most of the time. People who actually use it
will discover the "reset" pattern.
So I commited your patch. Thanks.
