Yes. these are the generic icons when Nautilus can't find its theme.
I have already filed a bug report against Fedora about this when I first saw
it there a few months ago. You need a newer version of XFce to get past the
problem: https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=119647 (you
can either apply the Red Hat changes, or get the XFce update from the CVS,
but in any case recompilation might be needed).
