There are already two patches for this...
1. As a menu item: http://bugzilla.gnome.org/show_bug.cgi?id=43472
2. As a toolbar button:

I've used the menu item patch without problems. Does anyone know the
status of having these in Nautilus 2.5/2.6?
I gave it a whirl too, and it works mostly fine.
There's a small issue: This patch [1] makes the hidden files setting a
folder metadata item. When you change location in non-spatial mode, the
corresponding menu items aren't updated with the settings of the new
location.
I also think that having both backup/hidden menu items is overkill, it
should be just one hidden files entry, I guess (would be consistent with
the global setting at least).
It's also not entirely clear to me if it should be a per-directory or
per-window setting, and if it should be remembered on a folder basis.
I want it to be a per-window setting. Thats why these patches haven't
been commited in some form.
At first I read this wrong and thought that you DID want it to be per
directory, so I was composing an email to object to this. :) Then I
carefully reread your email and noticed the errors of my ways.
So instead I thought I would just comment that I believe this is the
RIGHT way to do that - being on a per-window setting, not some sticky
per-directory basis.
