Yeah. I don't quite like this behaviour. This case can happen in many
other cases, like someone running nautilus (in the shell, or started by
some app) to open up a window. In this case the fact that the desktop is
up or not doesn't matter a lot. Also, for the case of a browser window
its less likely to be bad if you bring up a window but load home
instead, as you can then use that to browse wherever you wanted to go.
Maybe a better behaviour would be: On failure, for browser windows, load
home, for spatial windows, close the window. This means running nautilus
to open a spatial window for a broken location with no other windows
around quits nautilus. I don't think this is bad in this case though.
