I don't think this model works when you have multiple workspaces.
What if you opened your home folder on a different workspace? When you
open a new one, do you want it to switch to that workspace and focus the
old window?
I doubt it, as that would be really confusing, and would keep you from
having access to your home folder on multiple workspaces at the same
time. But it's inconsistent to allow new windows to be opened for
folders ONLY if the existing windows are on other workspaces.
Also, if you want to open two windows (one for ~/pictures and one for
~/work), it's natural to double-click twice on the home folder icon, and
then browse to the new directories. I think it would be confusing if
the second double-click didn't do anything. You'd have to give some
sort of special user-feedback to make the user know why double-clicking
again didn't do anything.
