editing menus and file types

I have nautilus-2.4.1-3 on redhat 9 installed by rpm.

I don't have a 'file types and handlers' in my preferences.  So, I tried
to edit the menus using the instructions on the gnome-2.4 homepage (under
'admin guide').  Those instructions ABSOLUTELY DO NOT work. I was quite
amazed.

I can run gnome-file-types-properties by command line, but I want to add
it to the preferences.
