Well, then the best is to keep the dialog but make it better. Something
like:

Replace {URI} by the actual URI that the user tries to open:

Title: Problem loading {URI}
---
{URI} seems to be unreachable at the moment. Do you want to continue
loading it ?
---
[Stop] [Continue]
---
