Yes, just like Webshots does it for windows users.

Well, all we do is provide a corba server for any "background service"
provider to run. Anyone can run one of these servers if they want, but I
think the most obvious provider would be the Ximian Gnome ART project
people.

But anyone could run one. Schools, organizations (Gnome itself), or
bored college students who have an IP address and a lot of time. Someone
could even start a company that monopolizes this service (maybe a bad
word to use with gnu people).
The important thing to remember is that no one is forced to use it, it's
an option.
