If you select "Use Nautilus to draw the desktop" in the prefereces
Nautilus will bring up a large window that covers the root window which is
used for the desktop. This window has it's own context menus, which are
the "root menus" that are normally used in Gnome.
If you don't use nautilus to handle the background the root menus should
work though.
