A lot of this is discussed on the usability list. Some of the goals are
described in the Human Interface Guidelines draft.

It was fairly widely regarded as a hindrance to usability on a number of
accounts. Indeed, the behaviour certainly doesn't assist your example of the
user unaware of an option: "Oh, you have to be in the advanced user level to
even see that one!"
Usability list archives are a worthy reference for all of this stuff.
