That's interesting. Was this an intentional design decision, or
a side effect of how it was implemented?

It makes a little sense to me because the other buttons on the
toolbar are all navigation, whereas the location bar at least
has the zoom control and the "View as.." menu bar, which affect
your view of the current location. There's nothing else on the
toolbar (except, arguably but tenuously, "Refresh") that does
that.
