That would be a bug then. The only time the hysteresis is supposed to have
any effect is when the directory is first loading. Once the directory is
loaded, there should be no 1-second delays at all.

Why don't you check in Maciej's suggested fix, and then I'll install a new
fam (where is that RPM again?) and try it myself to see why the hysteresis
is having any effect at all.
