Hi,
This is handled by Bonobo.
You need to add priority="1" to your ui file if you want the text to
show up in this mode, eg
<toolitem name="AddService" verb="AddService"
_label="Add Service" priority="1" _tip="Add a new service to the
Executive Summary"
pixtype="pixbuf"/>
and I think you add a placeholder to the main ui file and Bonobo adds a
Customise Toolbars menu option
that opens a dialog that allows you to show/hide toolbars, turn on or
off tooltips and set how the text is laid out.
