I think it's OK to remove the user levels feature. Not sure if Andy would
feel the same way, but he will have to speak up if so.

I'm not sure why putting the more advanced preferences in some totally
different place is better than having them at a second level of disclosure
within the "novice preferences". A button or something that points to
another level deep of preferences.
I see nothing wrong with having preferences that show up in some totally
different place, as long as there's some rationale for it, but having a
second deeper level doesn't seem to me to require a separate binary.
