This is exactly what MS Windows does.  It can even be forced by the
system admins.

Different situations require different concepts of the "desktop".  It
can be filestore, application launcher store, temporary store,
centrally or locally managed.  Simply hard coding it to ~ or ~/Desktop
or whatever doesn't leave anybody any flexibility.

I make my two thousand users desktops point to read only directories
on Netware servers, as does their "Programs Menu".  Telephone support
is so easy when you know what the user has on their desktop with all
apps minimised :)

The best thing about full customisability is that mandatory options
make it all managable.
