This is not something that was explicitly chosen by the Nautilus developers.
The minimum size of the slider in a scroll bar defaults to 7 pixels in gtk
(that constant is buried in the code for the GtkRange class).
Normally, we don't override such things in Nautilus, because we want our
controls to match the ones used elsewhere in GNOME and Gtk, but perhaps this
case is so egregious that we ought to change it.
