The heuristic works as far as I can tell - but it does have issues.  :-)  My
background is mainly dark but the top left corner where I want my icons is
light...  so I get white icon captions on a pale gray background.  There is
a bug report in Bugzilla about this - someone at Eazel suggested a
persistant lozenge around the text (like there is when selected) so that the
captions are visible.  Obviously this would be optional, as many people
won't need it.
