ok, to answer my own question (it seems that looking into the sources
is a good idea ;)
ogg:
you can use vorbisgain.
muine looks for the following tags, and select the first found:
replaygain_album_gain,
replaygain_track_gain,
rg_audiophile,
rg_radio.
so basically selects the album gain, if not found, then it selects the
track gain.
then selects peak info the same way (first album, then track, then rg).
mp3:
you can use normalize (http://www1.cs.columbia.edu/~cvaill/normalize/)
(use it to insert the RVA2 tag, not to reencode the audio..that means
use 'normalize', not 'normalize-mp3')
muine looks for the rva2 tag.
summary:
mp3: use normalize
ogg: user vorbisgain, and create album gain if you want muine to use
album gain (vorbisgain -a)
