window raising bug on drag and drop

Hello,

When a user does a drag and drop, the window containing the item to 
drag comes to the front when the user grabs the item, potentially 
covering the destination window.

This is an odd behaviour that has already been filed in bug #80984

Could anybody please tell me whether there are plans to fix it?
