Dear membership committee,

First, my own membership expired a long ago so I'm not sure my vouch
could count.

Anyway, I believe he is committed to GNOME. I have met Gwan-gyeong in
person on FOSS-related events. He have contributed on Linux graphics
stacks like kernel DRM and Mesa. His main interest is on low-level
stuffs but he is also trying to contribute to graphics-related
softwares in GNOME like the compositor and GUI toolkits. In the Korean
translation team, he also contributed translations since release GNOME
3.28.
