I'll admit I left this email boil for a while. I did encourage Julian
to get a git account as he had around a bunch of patches to gtk+
already, but those didn't seem enough to actually evaluate the
"commitment" it takes a foundation membership.

However, since then I've been seeing more and more patches and work
from him, so I will vouch for him. He's a recent contributor, but
there is quite some potential.
