Hey Tong,

I'm happy to vouch for Elvin. I've been working with her on the gnome
recipes application for almost a year now, she has done the initial design
for it. She has also organized GNOME events in Istanbul, and participated
in the engagement team. This year, we've given a presentation about recipes
at Fosdem together, and we will do so again at Guadec.

She should be a foundation member.
