Fábio worked for a long time with translations to Brazilian Portuguese
and helped
a lot in spreading GNOME at various events in Brazil, many of them with me.

I don't know if he is contributing at present, but I think he deserves the
membership. Depending on his contributions, is more appropriate for him to
be "emeritus". Let's see if somebody more active will say something about
the present.
