As I replied to you on the account's ticket:

"Usually existing Foundation members, people that have worked with you,
developers that have committed your code or you have contributed with
during your GNOME activities. (packaging, translations, coding etc.)"

If you don't have any community reference that could vouch for you,
please list all your contributions to the GNOME project, i.e your l10n
page since you are a translator!
