I just sent out the call for elections, using the email you sent out
last year as a template, updated with the new calendar and schedule
that you provided. There was some confusion about when to actually
sent out the announcement since The GNOME Foundation has never
followed the steps in the by-laws exactly. The board of directors
discussed this at our meeting today, and we agreed that sending
out the announcement today provided plenty of notice. For example,
I notice that last year the announcement was sent out on May 8th,
so we have given the community several weeks more notice than we
did last year.

So well, as with the other mail I sent, I think we should prepare to
make amendments to the bylaws. I would expect some sort of legal advice
to be necessary.
Up to that point I think the current president should send the
announcement I prepared.
And one might also read the fact from the bylaws, that the notice
(including all candidates) shall be send 30 days days prior to the
closing date for the elections. In that case, a new schedule must be
prepared.
