John has never received this e-mail to be able to provide more
information, neither did I receive any kind of information of why this
has been stalled, nor confirmation by e-mail back from December that the
application had been submitted.
I suspect the mail transfer agent gnome RT is using has, or had at the
time, some serious delivery issues.
I was able to see these e-mails only thanks to them being archived
publically from the mailing list being in CC or so.

John N. Laliberte was listed as my primary contact for application
processing because he was the Gentoo Linux GNOME team lead back in
December. At the time my application was finally processed in February
he had already announced his retirement, but his gentoo e-mail was still
fully functional and he confirmed that he had not received this e-mail.

By now he has fully retired from Gentoo Linux and Daniel Gryniewicz is
the new lead of our Gnome team[1]. Please contact him instead at
dang gentoo org and hopefully there are no more issues with mail
delivery this time.
