Julien is a key contributor to the Ekiga project.

He contributed code to different areas of the project including address
book integration and well as windows port.

Moreover, he has shown great interest in the continuous integration of
Ekiga into the GNOME environment.

I definitely endorse his application to the GNOME foundation.
