Jose is a well known community member in the Spanish GNOME Circles.   

He was one of the drivers (probably the main one) of the first large
adoption of GNOME in the government (Extremadura) a few years back.
Since they did this deployment, he has grown the team in Extremadura,
and participates in many events promoting free software, gnome, and
complete solutions for the government.

He also participates in GUADEC's small brother project: GUADEC Hispano
which is for the most part a Spain-event, helps run the conferences and
get the speakers on board (they are just having another of these events
in a couple of weeks).

You have probably seen him at the various GUADEC events, he is tall,
strong, and incredibly funny.

So, yes, I vouch for him, he has been a great help for Gnome and free
software in general.
