Jay has assisted not only in a management role with regard to engineers
in the Evolution and Mozilla-ATK accessibility projects, he has also
been a source of technical expertise and has contributed to the
development of technical solutions for some bugs.  I believe he has made
frequent bugzilla comments as well.

As Glynn said, I'd definitely count Jay as an important contributor.
