Last year, solution 2) was chosen. However, after some discussion, it's
true that there's some problems with this solution: to get the list of
people who did not vote, we need to look at the people who did vote. And
so we need to get a glimpse of the results. And this is not a good
thing, IMHO.
Even if we do not want to look can we count the number of returned
ballots? Just to give an indications of votes returned verseus ballots
sent. Also remind people again if they have not receive their ballot if
they expected one.
