It seems that your membership expired on September 1st, and you have not
renewed it. You should have received an e-mail telling you to renew your
membership more than two months ago.

You can still renew your membership by filling the form at
http://foundation.gnome.org/membership-form.php. However, you won't be
able to vote for the current elections.
