The issue looks possible, since this package is already installed on many computers, so testing didn't

As a workaround you can try installing 32-bit "Microsoft Visual C++ 2010 SP1 Redistributable Package (x86)"

Historically at least, the reason this isn't bundled is that it wasn't
clear whether there were licensing issues with its distribution. I
haven't looked in to this for a long time, and a quick glance now
suggests this may no longer be an issue. I don't know whether the
license has been clarified, or the requirement for Visual Studio
licensing was removed, or... what.
