encodings.

Yeah I think I'm just going to have to let this one go throught to
GtkSourceView. I don't think reimplementing any of this is a sane
choice for us.
However, there is an open bug for allowing manual encoding selection
(https://bugzilla.gnome.org/show_bug.cgi?id=760311), which would at
least allow a workaround for the main problem here.
