In 3.12, preferences moved from GConf to GSettings/dconf, so the
backends are entirely different. However, this should Just Work if the
environment is correctly set up. If it's not, this is really a problem
for your distribution. You will usually get a warning on the command
line along the lines of "Using the 'memory' GSettings backend. Your
settings will not be saved.".
