Do you mean "NO one exists yet"?
Isn't the <ini file> automatically created WHEN the
cooresponding user is created?
Better use the mc-designed facilities to create and
update the corresponding <ini file> that to create
or change it manually/directly.
The whole SECRET of mc is to constrain direct action.
