[BUG] iso9660 extfs problem

Hi.

Resolution for https://www.midnight-commander.org/ticket/2471 actually
breaks things for me (maybe that's because something in isoinfo has
changed).

While

isoinfo -d -i systemrescuecd-x86-2.4.0.iso

shows no RockRidge extension and Joliet UCS level 3

Current iso9660 is unable to copyout files properly. AFAIK semicolons
are visible only in plain ISO9660 filenames and neither in Joliet nor RR
ones (but I might be wrong).
