If MC isn't running, I get the image.
The subshell uses /dev/pts/<num>, not /dev/tty<num>. I suppose this is
the cause fbi fails. It also does not work in an xterm. I believe you
should report this as a bug in fbi.
Also compare /usr/include/linux/tty.h, which states:
Note: the ioctl VT_GETSTATE does not work for consoles 16 and higher
(since it returns a short)
