$ echo $SHELL
bash

I had to add shell bash in my .screenrc because it'd default to
sh (which is ash).

$ mc -V
GNU Midnight Commander 4.6.0-pre1b
Virtual File System: tarfs, extfs, cpiofs, ftpfs, fish
With builtin Editor
Using the ncurses library
With subshell support as default
With support for background operations
With mouse support on xterm

It works fine without screen.

Do you have the subshell in the cygwin console?  If you press
Ctrl-O, do you get the command prompt?
