2 small bugs when MC run in 'sudo' mode

Hello,

When run mc in 'pseudo-root' mode (sudo su - ) we have 2 problem:

 1. Temp directory (/tmp/mc-user) use incorrect uid/gid. This problem
    can be corrected with patch 'tmp_euid.diff' (in 4.6.1, 4.6.2, current...)

 2. Incorrect detection of 'home' (cd ~, etc). This probleb can be
    corrrect with patch 'cd_home_sudo.diff'
