Details:

This patch allows mc to build with system libpopt. Because libpopt is
installed in all RPM systems and bundled libs are almost always a Bad Thing,
the patch doesn't contain falling back to bundled one (but it also doesn't
contain configure-time support for finding the library, because it was written
for the distribution, not upstream). Because current version of libpopt
doesn't return starting column number from poptPrintHelp(), I couldn't
preserve current behavior of printing help for +number option, but that code
looks like a hack and the help for this option should be printed like all
other help.
