MC and the BCE terminfo capability

Hello,

Please, take a look at the following bug report:

Any thoughts ? In this particiluar case it is not MC's fault because
even if it was BCE aware it couldn't do anything since the terminfo entry
says that the terminal is BCE capable but it isn't actually. I am
worried about the possible scenario where the terminal doesn't support BCE
and the terminfo entry doesn't contain the BCE capability but MC behaves
like background color erase is possible.
